asked the Minister for Foreign Affairs if he will give a list of international organisations and treaties to which the State or Government is a party in the areas of (i) communications (ii) weather (iii) space exploration (iv) satellites and (v) aviation; and in each case, if he will give (a) the date of ratification or membership (b) the date such treaty or membership was approved by Dáil Éireann and (c) the functions of such treaty or organisations.

asked the Minister for Foreign Affairs if he will give a list of international organisations and treaties to which the State or Government is a party, which deal with the areas of (i) crime and (ii) security; and if he will give in each case (a) the date of ratification or membership (b) the date such treaty or membership was approved by Dáil Éireann and (c) the functions of such treaty or organisation.

I propose to take Questions Nos. 47 and 48 together.

Article 29.5 of the Constitution provides for the laying before Dáil Éireann of international agreements to which the State becomes a party.

Consequently, the Oireachtas Library contains all such treaties and details of the international organisations to which Ireland is a party, the date of Ireland's signature, the date on which the treaty or agreement entered into force for Ireland and the functions of such treaty or organisation.

In addition Article 29.5.2º of the Constitution states that those treaties or agreements which impose a charge on public funds must be approved by Dáil Éireann.

Furthermore, under international law, all treaties are required to be registered with the United Nations. A copy of this UN register is available for inspection at my Department, if the Deputy so wishes.
