asked the Minister for Defence the level of payments made to each rank of troops serving overseas with the United Nations; the comparison between the levels of payment made by his Department and that made by other countries to their troops; if the United Nations has any say in the setting of the levels of payments made; when reviews of payments are carried out; by whom they are carried out; when the last increase in any payment was made; and when the next increase is due.

Limerick West): Members of the Permanent Defence Force serving with the United Nations Interim Force in Lebanon (UNIFIL) and United Nations Force in Cyprus (UNFICYP) are paid in addition to their normal home pay: (1) an overseas allowance by my Department; and (2) a local service allowance by the United Nations. Personnel serving with the United Nations Iran Iraq Military Observer Group (UNIIMOG), United Nations Truce Supervision Organisation (UNTSO), United Nations Transition Assistance Group — Namibia (UNTAG) and United Nations Good Offices Mission in Afghanistan and Pakistan (UNGOMAP) receive in addition to their normal home pay, a daily mission subsistence allowance from the United Nations, which varies according to location. They also receive an overseas allowance from my Department.

Information as to the level of overseas allowance paid to their personnel by other countries participating in UN peace-keeping missions is not available.

The rates of overseas allowance paid by my Department are revised periodically and were last increased with effect from 1 January 1989.

The current daily rates of overseas allowance are in the form of a tabular statement which I purpose to circulate in the Official Report.
