asked the Minister for Agriculture and Food if he will change the regulation regarding the fulfilling of the educational requirements for the installation aid grant from within two years of installation to a requirement to comply within three years, to facilitate younger applicants born after 1 January 1968 who must complete a three year certificate in farming or a university degree.

This requirement is a condition of the EC Regulation on which the scheme is based and I have no discretion in the matter. However, the Regulation is due for review this year.
