asked the Minister for the Environment if the Government has submitted an integrated roads, airports and ports programme to the European Commission; and if the Government has complied with the Commission's access requirements for Dublin and Waterford ports in such a submission.

The single operational programme for roads and other transport infrastructure is at present being drafted and will be submitted to the EC Commission in the near future. The Community support framework for Ireland which was recently adopted did not impose any access requirements for Dublin or Waterford ports. In the course of discussions relating to access to these ports it was clear that the proposals were to the apparent satisfaction of the Commission.
