Proinsias De Rossa

Question:

43 Proinsias De Rossa asked the Minister for Education if she has satisfied herself that on the last two occasions of promotion to a particular grade (details supplied) within her Department, her action was not in contravention of the principles of equal opportunity; and if she will ensure that in future her attention will be drawn to any instance in which her Department propose to promote a male officer while there is a female officer in a placing senior to him.

I am satisfied that the promotions in question were fully in order in every respect and were in accordance with the principles of equal opportunity. Seniority is one of the factors taken into account when considering candidates for promotion and full consideration is always given to the most senior candidates.
