Question:

171 Mr. Allen asked the Minister for the Environment the proposals he has to fund local authorities for any schemes that they may propose to replace the dumping of domestic and industrial refuse in landfill sites with a more modern system of either waste treatment of incineration.

Grants have been available from my Department towards the development of co-disposal landfill facilities by local authorities, capable of catering for industrial and domestic wastes. The disposal of domestic wastes themselves has always been the responsibility of local authorities and I have no proposals to change the position. However, local authorities have, at my request, been preparing recycling plans for their areas and limited financial assistance for some of the measures involved may be possible under the scheme of recycling grants which my Department will again be operating in 1991.
