Written Answers. - Defence Forces Pay and Conditions of Service.

Question:

23 Mr. McCormack asked the Minister for Defence when he proposes to implement the recommendations of the Gleeson Commission which reported last July.

Question:

26 Mrs. Taylor-Quinn asked the Minister for Defence if his attention has been drawn to the dissatisfaction among RACO and PDFORRA members because of the selective implementation of the Gleeson Commission recommendations.

I propose to take Questions Nos. 23 and 26 together.

Almost 60 per cent of the recommendations of the Commission on Remuneration and Conditions of Service in the Defence Forces are already effective. The bulk of these are concerned with pay and allowances.

The remaining recommendations which are quite complex relate, for example, to organisation; manpower and personnel policy; certain conditions of service; superannuation. The time-scale for their implementation is dependent on the complexity of the issues and on the consultative process with the elected representatives of the various military ranks.
Civil and military personnel of my Department meet regularly with the elected representatives to discuss, plan and monitor the ongoing implementation of the remaining recommendations of the Gleeson report.
