Question:

211 Mr. J. Mitchell asked the Minister for the Environment if he has yet received a report from the Environmental Research Unit following their review of thermal performance standards for buildings, including housing, in the context of the need to reduce greenhouse gas emissions; if he will agree to publish the report; and if he will make a statement on the matter.

I have received a report from the environmental research unit which reviewed building energy use and related Co2 emissions and made recommendations in relation to more stringent thermal insulation standards for new buildings. These have been incorporated in a draft technical guidance document, upon which I have publicly invited comment. Advertisements on the matter appeared in the press on 16 May last. Subject to considering any comments received, it is my intention to use this document, in association with building regulations, to give statutory effect to more stringent standards.
