Question:

55 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue full payment of a special beef premium for the year 1988-1990 to a person (details supplied) in County Clare.

This applicant has been deemed ineligible for payment of grants under the 1988 and 1989 special beef premium schemes because he did not maintain the animals on which he applied for premium until his herds were inspected as required under the terms and conditions of the schemes.

His payment under the 1990 special beef premium scheme is being processed and will issue shortly. He has been deemed ineligible for payment on four of the ten animals on which he applied for premium because he sold them without submitting his cattle identity cards to my Department for inspection and punching. He was not eligible for payment of grants under the 1988 and 1989 suckler cow premium schemes because he was engaged in commercial milk production. His application for grants under the 1990 EC suckler cow scheme for small-scale milk producers is being processed and if found in order payment will issue later this month.
