Written Answers. - Redress of Wrongs.

Question:

39 Mr. Howlin asked the Minister for Defence the number of redress of wrongs applications which have been or are in the process of being considered, at all levels of the process, from second line reserve officers who consider that they have been wrongly passed over for promotion for each of the years 1987 to 1991; the number who have been (1) adjudged to have been wronged and subsequently promoted and (2) have been deemed not to have been wronged; and if he has any plans to introduce a new system for processing such grievances in the second line reserve as a result of the Gleeson Commission report.

During the period 1987 to date four applications for redress of wrongs relating to promotion were submitted by officers of An Fórsa Cosanta Áitiúil in accordance with section 114 of the Defence Act, 1954.

All four applications have been dealt with and in each case the officer concerned was deemed not to have been wronged within the meaning of section 114 of the Defence Act, 1954.

I am at present reviewing the procedures dealing with redress of wrongs. Any proposed changes will be discussed with the representative associations and I anticipate that such discussions will commence shortly.
