Question:

160 Mr. J. Bruton, Mr. J. Mitchell, Miss Flaherty, Mr. Connor and Mr. Carey asked the Minister for the Environment if he has any plans to revise the house building regulations to promote greater energy efficiency.

I have recently made building regulations which set out a series of requirements in relation to the design and construction of buildings, including requirements in relation to the conservation of fuel and energy. The regulations will come into operation on 1 June 1992. In addition, I have published 12 Technical Guidance Documents which give guidance on how the different requirements in the regulations may be met. Copies of these are available in the Oireachtas Library. The application of Technical Guidance Document L, which deals with the requirements relevant to the conservation of fuel and energy, should achieve an increase in insulation levels in buildings of up to 50 per cent.
