Written Answers. - Teacher Pay Awards.

Question:

106 Mr. McGrath asked the Minister for Education if he will outline (1) the special pay awards which are due to teachers in 1992 and (2) the pay rises which are due after the Programme for Economic and Social Progress.

With regard to (1), report No. 17 of the Arbitration Board for Teachers recommended increases in the common basic salary scale and allowances for teachers in primary, secondary, vocational, community and comprehensive schools. The increases recommended range from 8 per cent to 12 per cent and are payable under the terms of clause 3.4 of the elaboration of clause 3 of the 1987 agreement on pay in the public service which provides for phasing as follows: 40 per cent of the increases with effect from 1 May 1991, 30 per cent of the increases with effect from 1 March 1992 and 30 per cent of the increases with effect from 1 September 1992.

The first phase has been paid with effect from 1 May 1991.

With regard to (2) the pay agreement which forms part of the Programme for Economic and Social Progress as it applies to teachers provides for an increase of 3 per cent of basic pay in 1992.
