Question:

60 Mr. Allen asked the Minister for Finance if, before awarding contracts in the case of projects at the Department of Social Welfare, O'Connell Bridge House, the Department of Finance and the Government Offices in Nenagh, County Tipperary, his Department will take all necessary steps to ensure that the successful tender has full-time staff who are registered for PAYE and PRSI and that no subcontracting will take place.

Question:

61 Mr. Allen asked the Minister for Finance if he will outline the steps, if any, his Department are taking to ensure that, in contracts awarded by his Department, the companies which are awarded the contracts employ staff that are registered for PAYE and PRSI.

I propose to take Questions Nos. 60 and 61 together. Contracts placed by the Commissioners of Public Works must correspond with the procedures laid down by the Department of Finance.

The procedures require that before an actual award is made a firm must have obtained the necessary tax clearance documentation from the Revenue Commissioners. The Revenue Commissioners carry out stringent checks before issuing any tax clearance documentation, including checks on PAYE contributions.

The Department of Social Welfare is responsible for ensuring compliance with PRSI requirements.

All substantial contracts entered into with the Commissioners of Public Works cannot be sublet without the Commissioners' prior written consent.
