186 Mr. Creed asked the Minister for Finance the steps he intends to take to facilitate greater access to public monuments and in particular, the way in which he intends to resolve the problem of public liability insurance.

When taking national monuments into State care it is the policy of the Commissioners of Public Works to provide for public access, where feasible. Public liability at national monuments in State ownership is a matter for the commissioners. In the case of monuments on land which is in private ownership, the liability of private landowners to persons who enter their property is a general one, not specifically related to national monuments.
