Written Answers. - Departmental Advisers.

Question:

93 Mr. Farrelly asked the Minister for Energy if he will outline the following details in respect of the advisers appointed by his Department, (a) salary, (b) conditions of employment, (c) pension entitlements/annuities, (d) travelling expenses and (e) specific duties to be performed by these people; and if he will make a statement on the matter.

I presume the Deputy is referring to the appointment of special advisers only and not to civil servants permanently employed in my Department in accordance with the usual Civil Service terms and conditions of employment.

With regard to the special adviser, the personnel division of my Department are in the process of reappointing him under the excluding order procedures of the Civil Service Commissioners Act, 1956. The appointment will be subject to the terms and conditions as set out in his previous contract. The details sought by the Deputy are outlined below.

(a) Salary: £30,000 per annum payable monthly in arrears; (b) Conditions of Employment: The special adviser is employed under contract to a temporary, unestablished position in my Department. The appointment may be terminated at any time by either side in accordance with the Minimum Notice and Terms of Employment Act, 1973, but in any event not later than the date on which the present Government ceases to hold office; (c) Pension Entitlements: This position is pensionable in accordance with the terms of the non-contributory pension scheme for non-established State employees. Spouses' and children's pensions are granted under a contributory scheme, membership of which is compulsory; (d) Travelling Expenses: There is no provision for the payment of travelling expenses. Any such payments would be exceptional and would require the sanction of the Minister for Finance; (e) Duties: The special adviser is required to perform any duties which may be assigned to him from time to time as appropriate to his position.
