Question:

260 Mr. Garland asked the Minister for Foreign Affairs if the Libyan Government would be acting in accordance with international law if it extradited two of its citizens to a country with which it has no extradition agreement.

There is no principle of international law which prohibits the extradition of any individual where no extradition agreement exists between the countries concerned.
