Question:

176 Mr. Callely asked the Minister for Justice if he will outline the regulations which govern the use of refuse skips which are placed on footpaths or roadways; whether he and the Garda have satisfied themselves that these regulations are being adhered to; and if he will make a statement on the matter.

I am informed by the Garda authorities that the placing of rubbish skips on public roads is subject to local parking by-laws. In the case of Dublin, the relevant by-laws are the Dublin Area Traffic and Parking By-Laws, 1986.

The gardaí are satisfied with the general level of enforcement of these by-laws. While separate figures are not available for prosecutions in respect of breaches of the particular by-law dealing with rubbish skips, there was a total of 74,041 prosecutions for breaches of local by-laws in the whole country in 1990.
