Question:

123 Mr. S. Barrett asked the Minister for the Environment when the Dún Laoghaire/Rathdown County Council will be established on a statutory basis.

The Local Government Act, 1991 sets out a framework within which the preparations for, and the transition towards, the establishment of the new councils in Dublin can take place. This involves the establishment of three area committees by Dublin County Council, the appointment of three area managers and the preparation of a reorganisation report jointly by the area managers in consultation with the area committees and the Dublin City and County Manager. Preparation of this report has commenced.

Copies of the reorganisation report are to be submitted to the Minister and to the Dublin authorities, who may make submissions to the Minister. Under the Act, it is only when he has considered this report that the Minister could make Regulations to give effect to necessary preparations for the estabishment of the new councils. Following this, further primary legislation will be required to provide for the formal establishment of the new county councils and the abolition of the existing county council and Dún Laoghaire Corporation. It is my intention that this should happen as soon as possible once the necessary preparations have been made.
