89 Mr. Deenihan asked the Minister for Education if, in view of the fact that the leaving certificate students are about to complete their senior cycle education, he will outline the grant system which will pertain to regional technical colleges for the academic year beginning 1992; and if he will further outline (a) who will process the grant applications (b) the closing date and (c) the income limits.

98 Mr. McGrath asked the Minister for Education if, having regard to the fact that second level students are now having to make crucial decisions about their further education, he will outline his proposals in relation to the means testing of ESF grants.

I propose to take Questions Nos. 89 and 98 together.

Means testing of maintenance grants for students on ESF aided programmes will be introduced from September 1992 for all new entrants. Details of the scheme, including the question of income limits, are currently under consideration and will be announced shortly.
