Question:145 Mr. Allen asked the Minister for Health if he will outline the steps he is taking to introduce a patients' charter; and if he will make a statement on a survey presently being carried out by an international medical group, the Toronto Group, which is conducting a survey of patient rights in its member states which include Ireland, Britain, Canada, New Zealand and many of the Nordic countries.
