Written Answers. - Rescue Plan for Borrowers.

Question:

43 Mr. Allen asked the Minister for the Environment if he will devise a rescue plan to facilitate borrowers from local authorities who default on their loans because of illness so that the growing problem of repossessions and evictions can be overcome.

Under the supplementary welfare allowances scheme, which is the responsibility of the Minister for Social Welfare, persons (including those borrowing from local authorities) whose means are insufficient to meet their needs can receive assistance in respect of the interest element of their mortgage payments. I have no proposals to introduce further measures. Persons who have taken out house purchase loans from local authorities since 1 July, 1986 automatically have disability insurance cover in respect of their mortgages.
