Question:

195 Mr. Nealon asked the Minister for the Environment if he will replace the present system of having to undergo a test in order to get a driving licence, with a compulsory training course of a specified number of hours under the supervision of officially designated instructors.

Under Directive 80/1263/EEC, it is a requirement of EC law, as applied in Irish law, that a person must undergo and pass a driving test before being eligible for a driving licence. There are no proposals to replace this requirement with a system along the lines of that suggested in the question.
