Question:

559 Mr. Deasy asked the Minister for Education the reason for the refusal of a third level European Social Fund grant to a person (details supplied) in County Waterford in view of the fact that he was over the income limit as a result of arrears of pay retrospective to July 1989 which showed on his father's P60 as income for 1991; and if she will have the case reexamined.

I propose to take Questions Nos. 558 and 559 together.

The means testing of applications under the Maintenance Grant Scheme for Trainees in ESF-aided third Level Courses, 1992 is entrusted to the Vocational Education Committees. County Waterford vocational education committee is the relevant body in the cases in question.

It is understood that the persons in question were deemed ineligible for grants on the basis that the reckonable income exceeded the limit laid down in the scheme.
My Department is currently reviewing the arrears of pay issue in these cases in consultation with the vocational education committee and I will keep the Deputy informed of developments.
