33 Mr. Allen asked the Minister for Transport, Energy and Communications if he supports the policy of State guarantees in the financing of investments by semi-State energy companies; and if he will make a statement on the matter.

In general I would not support a policy of State guarantees in the financing of investments by semi-State energy companies. However, I believe that there are occasions where it is necessary and sensible to provide State guarantees.
