51 Mr. Creed asked the Minister for the Environment the plans, if any, he has to change the current position regarding allocation of European funds on national primary routes at a percentage which could be diverted by local authorities for the up-keep and maintenance of country roads.

The Operational Programme on Peripherality 1989 to 1993 is the vehicle for European Regional Development Fund assistance for national secondary and non-national roads. There are no proposals to divert any of the assistance available under this programme for national primary roads to national secondary or non-national roads. The EC assistance to be sought for various categories of roads in respect of the period after 1993 will be determined by the Government in the context of the next National Development Plan. It should be noted, however, that road maintenance works do not qualify for EC assistance.
