Question:

243 Mr. J. Bruton asked the Minister for the Environment if, in accordance with the Programme for a Partnership Government 1993 to 1997, he will give details of the plans, if any, he has to amend the planning laws to provide for a compliance therewith by Government Departments and State agencies, the incorporation of an arts dimension in defined categories of buildings and thermal efficiency audits.

244 Mr. J. Bruton asked the Minister for the Environment when he will introduce the legislation promised in the Programme for a Partnership Government 1993 to 1997 to place the system of listed buildings on a statutory basis.

I propose to take Questions Nos. 243 and 244 together. Work is in progress in my Department on the preparation of legislative proposals for implementing the commitments in the programme for a Partnership Government concerning the way in which the planning laws are to apply to Government Departments and State agencies. Following consideration of the proposals by the Government, details will be announced in the normal way.

Proposals in relation to the incorporation of an arts dimension in defined categories of buildings and in relation to the system of listed buildings are also under consideration and will be advanced as soon as possible. Implementation of the proposal in the Programme concerning thermal efficiency audits is being considered in conjunction with the Department of Transport, Energy and Communications.
