Question:

74 Mr. Lawlor asked the Minister for Justice if, in the light of continuing violent disturbances in north Clondalkin, Dublin 22, she will establish a Special Security Task Force to deal with these problems; if she will implement the recommendations of the Inter Departmental Committee without delay; and if she will make a statement on the matter.

Question:

84 Mr. Gilmore asked the Minister for Justice if she has yet received the report of the Inter-Departmental Committee set up in November 1991 to consider causes of crime and disturbances in west Dublin; if it is intended to publish the report; the number of occasions on which the committee has met; and if she will make a statement on the matter.

I propose to answer Questions Nos. 74 and 84 together.

The report of the Inter-departmental Group on Urban Crime and Disorder has been completed and has been considered by me. I have already stated publicly my concern that the recommendations in the report should be implemented urgently in line with the specific commitment contained in the Partnership Programme for Government 1993-1997 and the continuation of positive discrimination in the allocation of resources to areas of urban deprivation. I am particularly concerned to ensure that certain projects identified in the report should be proceeded with on a priority basis with a view to reintegration of the long term unemployed as well as tackling economic problems arising from socio-economic disadvantages and deprivation.

I intend to bring my proposals for necessary action before the Government very shortly.
Copies of the report are available at present in the Dáil library and can be purchased from the Government Publications Sale Office.
A separate but related matter concerns changes in the law with regard to what may be termed public order offences. There is no doubt that the law in relation to these offences needs to be strengthened to deal with the type of behaviour which is becoming less of a nuisance and more of a problem on our streets and in our housing estates today. I intend to introduce my proposals in the form of a Criminal Justice Bill before the summer recess to give the Garda extra powers in this regard.
