Written Answers. - Culliton Report Recommendations.

Question:

161 Mr. J. Bruton asked the Minister for the Marine if he has any proposals to introduce legislation to deal with any aspect of the Government decisions on the Culliton report; and if so, if he will give details of the proposed legislation.

In line with the Government decision on the Culliton report I propose to introduce legislation on the reorganisation of ports.

The Government decision in respect of ports, as published, states that "the Government accepts the need for the implementation of changes in the ports as perceived by the "Culliton" Group and advised by the "Moriarty" Task Force and it has decided already to establish twelve commercial State companies to manage and operate the twelve largest commercial ports".

The objectives of the proposed legislation are to provide the major ports of the State with more suitable organisational and administrative structures. This will result in ports being operated in a more efficient and effective fashion. This in turn will be reflected in reduced charges, better service and increased competition in and between the ports.

The drafting of the proposed legislation, to be known as the Harbours and Pilotage Bill, is well advanced and the draft Bill will be circulated as soon as possible.
