P. J. Sheehan

Question:

144 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his 1992 cattle headage grant.

The person named was paid his 1992 cattle headage scheme advance payment in mid November 1992 and the balance due under that scheme in mid-December 1992. He was paid his grant in respect of his June 1992 special beef premium scheme application in early December 1992 and his grant in respect of his December 1992 special beef scheme application in early June 1993. He was paid his grant under the 1992 suckler cow premium scheme for small scale producers in mid-November 1992. His 1992 equines headage scheme grant is being processed at present and, if found in order, payment will issue shortly.

145 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his 1992 cattle headage grant.

The person named was paid his 1992 cattle and equines headage scheme grant in late December, 1992. His December 1992 suckler cow premium scheme grant is being processed at present and, if found in order, payment will be made as soon as possible.

He did not apply for the special beef premium scheme in the June 1992 or December 1992 application periods.

Question:

146 Mr. D. Ahern asked the Minister for Agriculture, Food and Forestry the reason the application from a person (details supplied) in County Louth for grant assistance for a new potato storage facility was granted based on a total estimated expenditure of £40,000 when it had been agreed between his Department officials and the person prior to the issue of grant approval that the total estimated expenditure by the applicant on such a facility would be £80,000; and if he will make a statement on the matter.

The grant in question is available under the EC assisted Operational Programme for Rural Development. It was not possible within the funding available under this programme to accommodate fully all the applications received and it was necessary in many cases to refuse a grant or scale down the project.

147 Mr. Moynihan asked the Minister for Agriculture, Food and Forestry when payment of a milking parlour grant will be paid to a person (details supplied) in County Cork.

John Ellis

Question:

148 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay 1991 headage and suckler grants to a person (details supplied) in County Leitrim.

The person named has failed to satisfy my Department that he had in his possession at the date of application the number of suckler cows on which he applied for grants. Until he does so payment of cattle headage and suckler cow grants cannot be made to him.

In regard to the suckler cow scheme only, he has also failed to show that he maintained for 6 months from the date of lodgment of his application a number of suckler cows or replacement cows or in-calf heifers equal to the number on which he applied for grants.

In connection with his application for grants under the 1991 special beef premium scheme he has been requested to furnish a veterinary certificate in respect of an animal which he claims died. When he does so his application for grants under that scheme will be considered further.

John Ellis

Question:

149 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay a suckler grant to a person (details supplied) in County Leitrim.

The person named was paid his grants under the 1992 suckler cow premium scheme in November 1992. He applied for grants under the 1992 cattle headage scheme on 26 cows but 10 of these were ineligible as they were not in his possession on 1 June 1992 as required under the terms and conditions of the scheme. He has been paid cattle headage grants on the other sixteen cows.

Question:

150 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Kerry is entitled to an increased sheep quota.

The relevant EC Regulations provide for ewe premium quotas to be based on the number of ewes on which a producer was paid the premium in 1991 provided that the producer also applied for the premium in 1992.

The person named is not entitled to a quota because he did not apply for the premium in 1991. However, the EC Regulations also provide for the establishment of a national reserve and a special reserve for the disadvantaged areas for allocation to certain categories of producers. My Department will be announcing the criteria for the allocation of these reserves shortly. The person named can then submit a formal application, along with supporting documentation, for reserve quota to my Department at Michael Davitt House, Castlebar.

Jimmy Deenihan

Question:

151 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a grant under the suckler cow scheme will be paid to a person (details supplied) in County Kerry.

The person named applied for grants on ten 10 cows in the June 1992 suckler cow premium scheme application period. He was paid suckler cow premium scheme grants in respect of those animals on 8 January 1993. He applied again for grants in the December 1992 suckler cow premium scheme application period but that application was not acceptable because under EC regulations applicants could apply only once under the 1992 suckler cow premium scheme.
