Question:

122 Mrs. Doyle asked the Minister for the Environment if he will review the present regulations requiring a second-hand commercial vehicle imported from the UK to be taxed before an MOT can be issued when it cannot be taxed without an MOT; and if he will make a statement on the matter.

A second-hand commercial vehicle which has been registered for more than the prescribed period — one year in the case of a heavy goods vehicle and seven years in the case of a light goods vehicle — and which is imported into the State from any country must be tested at the premises of an authorised tester under the Vehicle Testing Regulations. To facilitate this, and to allow for any necessary repairs to be carried out to the vehicle, a temporary vehicle licence, tax disc, valid for one month may be obtained from the relevant licensing authority. When such a vehicle has passed the test and a Certificate of Road-worthiness has been obtained from the motor tax office, a normal tax disc may be obtained by the registered owner.
