115 Mr. Bradford asked the Minister for Education the reason an application for a higher education grant by a person (details supplied) in County Cork has not been sanctioned.

I propose to take Questions Nos. 114 and 115 together.

Cork County Council, as the relevant local authority, is the body statutorily entrusted with the administration of the higher education grants scheme in these cases.

I understand that the council has requested and is awaiting income details for the 1992-93 tax year to assess the applicant's eligibility for grant assistance in the present academic year.

I also understand from the Council that for the 1992-93 academic year, one of the applicants was awarded a full fees grant and a partial maintenance grant. The other was not eligible for a grant for that year as he was repeating the first year of his course.

In the 1991-92 academic year both applicants were deemed ineligible for grants in respect of their attendance at third level institutions, on the basis that family reckonable income exceeded the prescribed limits. My Department has received an appeal against that decision and a response will be conveyed shortly.
