Written Answers. - Bilateral Agreement on Air Transport.

Question:

40 Mr. Clohessy asked the Minister for Transport, Energy and Communications if the new bilateral agreement on air transport with the US has yet been signed; if he will place a copy of the heads of agreement in the Oireachtas library; and if not, the reason therefor.

As I informed the House on 2 November, there is a provision in the Memorandum of Consultations, which was signed on 28 October, 1993 on completion of the Ireland/US air talks, that the amendment to the Agreement would be effective from the date of signature of the Memorandum of Consultations.

The text of the amendment set out in the Memorandum of Consultations is currently being transposed into a full legal text. When this text is agreed by both sides, the amendment will be formally ratified through an Exchange of Diplomatic Notes, in accordance with the terms of the Ireland/US Air Transport Agreement of 1945.

I have already outlined details of the contents of the Agreement to the House; there are no heads of agreement as such. However, following the Exchange of Diplomatic Notes, I will arrange for the text of the amendment to the Agreement to be placed in the Oireachtas Library.
