Written Answers. - Deinking Plant for Paper.

75 Mr. Sargent asked the Minister for Enterprise and Employment the plans, if any, he has to establish a deinking plant for paper, the lack of which is considered by the ERL report as the main limitation on paper recycling in Ireland since the closure of Clondalkin Paper Mill approximately eight years ago.

The ERL report was commissioned by the Department of the Environment as an input to the preparation of a national strategy for recycling which is the responsibility of my colleague the Minister for the Environment.

There are no proposals for the establishment of a de-inking plant under consideration by the industrial development agencies. The establishment of such a facility may be considered in the context of a recycling strategy rather than as a commercially viable proposition. In this connection I would draw the attention of the Deputy to the response of the Minister for the Environment to Questions Nos. 21 and 91 on 20 October 1993 in which he indicated that a recycling strategy under preparation in his Department would address all major issues related to the promotion of recycling in Ireland.
