Question:

90 Mr. Kenneally asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Waterford will receive payment in respect of the balance of the 1991 beef premium scheme; and if he will make a statement on the matter.

The person named applied for special beef premium on 65 animals in December 1991. When he brought his cattle identity cards to the local livestock office for punching and stamping it was found that one card had already been punched and stamped indicating that the animal had previously received premium. In accordance with the terms and conditions of the scheme he was initially deemed to be ineligible for payment on any of the animals applied on. However, in 1992 following representations to the European Commission, my Department obtained a concession from the EU which allowed payment in cases like this at an 80 per cent rate. The person named was, accordingly, paid 80 per cent on the 64 eligible animals applied on and under the terms of the concession mentioned he cannot be paid the 20 per cent balance.
