Question:

74 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will receive his headage payment which he urgently needs.

The person named was paid advances under the 1993 cattle headage and 1993 suckler cow schemes on 27 November 1993. The balance due under the cattle headage scheme will be paid shortly.

The balance due under the 1993 suckler cow scheme cannot be paid until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

75 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a suckler quota will be made available to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named does not qualify for an automatic suckler cow quota because he did not apply for suckler cow premium in 1992, the reference year.

However, he may now apply for a quota from the national reserve. I have arranged to have an application form sent to him.

76 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a suckler quota will be made available to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named has been allocated a suckler cow quota of 12 premium rights — the number of eligible cows in respect of which he received payment in 1992.

77 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a suckler grant and headage payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named has already been paid his 1993 beef cow scheme grants. He was paid a 60 per cent advance under this scheme on 3 December 1993 and the balance was paid to him on 4 March 1994.

He was paid a 60 per cent advance under the 1993 suckler cow scheme on 29 November 1993. Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him/her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

78 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Kerry.

The area of 2.83 hectares declared by the person named on his 1993 area aid application qualified him under the EU stocking density regulations for the equivalent of payment on up to 9.905 livestock units only — 2.83 hectares x 3.5 livestock units per hectare. However, he has exceeded his stocking density limit before any male cattle submitted for 1993 special beef premium were taken into account by reference to his milk quota of 19,696 gallons which represented the equivalent of over 23 livestock units under the same stocking density rules. As a result he could not be paid special beef premium on any such cattle applied on.

If he understated the area of his land in error on his area aid application, he should bring the matter to the attention of the Department's local office.

79 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a headage and beef premium will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named was paid the total amount due to him under the 1993 cattle headage scheme on 7 March 1994. His January/February 1993 application for special beef premium on eight animals is being processed at present and any advance payment due will be made as soon as possible. He also applied for premium on 10 ewes under the 1993 ewe premium scheme. He was not paid on foot of this application as he has not established quota rights under the scheme.

80 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of suckler premium to a person (details supplied) in County Kerry.

The application of the person named for grants under the June 1993 suckler cow premium scheme is being processed at present and any advance payment due will be made shortly. Delay in processing this application has arisen because the person named completed his area aid form incorrectly.

This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
