Vol. 442 No. 8

Ceisteanna—Questions. Written Answers. - School Staffing Levels.

Mary Harney

Question:

108 Miss Harney asked the Minister for Education if she will ensure that present staffing levels will be maintained for the school year commencing 1 September 1994 at St. Aidan's national school, Brookfield, Tallaght, Dublin 24 in view of the circumstances (details supplied).

The staffing of a national school is determined by the enrolment in the school on 30 September of the previous year. In the case of St. Aidan's national school there were 390 pupils enrolled on 30 September 1992, which warrants a staff of principal plus 12 assistants for the 1993-94 school year. It is recognised that the school is serving a designated area of disadvantage as a concessionary disadvantaged teacher has been allocated. In addition the school also has the services of a full-time remedial teacher, a home-school liaison teacher and an assistant in charge of a special class.

There were 344 pupils enrolled in ordinary classes in the school on 30 September 1993 and 15 pupils enrolled in the special class. This gives an aggregate enrolment of 351.5 for staffing purposes under the new arrangement whereby half of the enrolment in special classes is added to the ordinary enrolment to determine the quota staffing of a school in 1994-95. This aggregate enrolment warrants a staff of principal plus 11 assistants for the 1994-95 school year. The school would have needed an enrolment of at least 367 pupils in order to retain the post of 12th assistant in 1994-95.

The only exceptions that can be made from the agreed staffing arrangements are in the case of developing schools or where my Department's guidelines on maximum class sizes are being breached. If the school authorities feel that the school may qualify under either of these exceptions, my Department will be happy to examine the position on receipt of projected enrolment details.

Mary Harney

Question:

109 Miss Harney asked the Minister for Education if she will ensure that present staffing levels will be maintained for the school year commencing 1 September 1994, at St. Killian's senior school, Castleview, Tallaght, Dublin 24 in view of the circumstances (details supplied).

The staffing of a national school is determined by the enrolment in the school on 30 September of the previous year. In the case of St. Killian's senior national school there were 484 pupils enrolled on 30 September 1992, which warrants a staff of principal plus 15 assistants for the 1993-94 school year. The school also has the services of a full-time remedial teacher.

There were 463 pupils enrolled in the school on 30 September 1993, which warrants a staff of principal plus 14 assistants for the 1994-95 school year. The school would have needed an enrolment of at least 466 pupils in order to retain the post of 15th assistant in 1994-95.

The only exceptions that can be made from the agreed staffing arrangements are in the case of developing schools or where my Department's guidelines on maximum class sizes are being breached. If the school authorities feel that the school may qualify under either of these exceptions in September 1994 my Department will be happy to examine the position on receipt of projected enrolment details.
