Austin Deasy

Question:

161 Mr. Deasy asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of beef and suckler cow premia to a person (details supplied) in County Waterford; and when payment will issue to this person.

The person named has already been paid his 1993 beef cow scheme grant in full. He was paid an advance of £2,087.98 under the 1993 suckler cow scheme on 4 December 1993. His suckler cow application is being processed further at present and the balance due will be paid shortly.

He was an applicant under the June 1993 special beef premium scheme. He was paid an advance instalment of £158.19 on 8 March 1994 in respect of five ten month animals. He was also paid an advance of £31.63 on 22 March 1994 in respect of one 22 month animal. These applications are being processed further at present and the balances due will be paid shortly. He also applied on nine animals under the November 1993 ten month special beef premium scheme. This application is being processed at present and if found in order, payment will issue shortly.

Question:

162 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a 1993 cattle headage grant will be paid to a person (details supplied) in County Cork.

The person named did not apply under the 1993 cattle headage scheme. He did apply for suckler premium on four cows in 1993. He has since been allocated a quota for this number from the national reserve and his application is being processed at present and any payment due will issue in the near future.

163 Mr. Hogan asked the Minister for Agriculture, Food and Forestry when mulder compensation will be paid to a person (details supplied) in County Kilkenny.

Payment of SLOM compensation to the person in question will be made as soon as possible.

164 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Mayo.

The application of the person named for the 1993 suckler cow scheme is being processed at present and any payment due will issue shortly.

165 Mr. Durkan asked the Minister for Agriculture, Food and Forestry when the second payment of a suckler cow subsidy will be made to a person (details supplied) in County Kildare; and if he will make a statement on the matter.

166 Mr. Durkan asked the Minister for Agriculture, Food and Forestry if a sheep subsidy will be paid in 1994 to a person (details supplied) in County Kildare; and if he will make a statement on the matter.

I propose to take Questions Nos. 165 and 166 together.

Advances have already been paid to the person named under the 1993 suckler cow premium and the 1993 beef cow premium schemes. The applications are being processed further at present and, if found in order, any balance due will be paid shortly.

The ewe premium scheme is payable in accordance with EU regulations. Normally payments are made by way of three instalments. Payments of any of the instalments cannot be made until the EU Commission fixes the amount to be paid and until up to seven days have elapsed from the date of publication of that decision in the Official Journal.
The first instalment under the ewe premium scheme is usually made at the end of July of each year and the indications are that the position will be the same this year. Applications under the 1994 scheme are being processed at present and if the application of the person named is in order he should receive payment around the periods indicated above.

Question:

167 Mr. Bell asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of ewe premium to a person (details supplied) in County Louth.

The person named applied for an allocation of a quota from the national reserve under the category which provides for a reserve quota to be allocated to producers who were paid premium on a lower number of ewes than normal in 1991 because of exceptional circumstances. As the person named was an applicant for the first time under the 1993 ewe premium scheme he had no previous ewe premium history and does not therefore qualify for an allocation of a quota from the national reserve under this category. Consequently he was not entitled to any payments under the 1993 scheme.

168 Mr. Lowry asked the Minister for Agriculture, Food and Forestry the current position regarding an application for a suckler cow grant in the name of a person (details supplied) in County Tipperary; and when payment will issue.

The person named has already been paid an advance under the 1993 suckler cow premium scheme. His application is being processed further at present and any balance due will be paid shortly.

Jimmy Deenihan

Question:

169 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a bullock grant and extensification grant will be paid to a person (details supplied) in County Kerry.

The person named was paid his June 1993 special beef premium on 9 June 1994. The question of his entitlement to extensification premium is now being examined and if he fulfils the criteria payment will be issued in the near future.

170 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a cattle headage grant will be paid to a person (details supplied) in County Cork.

The application from the person named under the 1993 cattle headage scheme is being processed at present and payment will be made shortly. He was paid an advance under the 1993 suckler cow premium scheme on 18 December 1993 and the balance due will also be paid shortly. He applied for special beef premium on ten month and 22 month animals in November 1993. He was paid the full premium due on the ten month animals in April 1994 and the full premium on the 22 month animal on 12 May 1994.
