52 Mr. E. Byrne asked the Minister for the Environment the number of local authorities which have prepared waste management plans and special waste management plans as required under EU regulations; whether he has satisfied himself that the plans so far prepared comply with the requirements; and if he will make a statement on the matter. The making of general or special waste plans is at present the responsibility of each county council or county borough corporation in respect of its functional area. I understand that all such authorities have made general waste plans. I also understand that all such authorities have completed special waste plans in either draft or final form except in the case of one authority where a special waste plan is still in course of preparation.
I propose to include provision in the forthcoming Waste Bill for the transfer of responsibility for hazardous waste management planning to the Environmental Protection Agency.
