Question:

156 Mr. E. Byrne asked the Minister for Justice the progress, if any, to date of the working party on the private rented sector; the number of meetings the working party have had to date; when she anticipates receiving their final report; and if she will make a statement on the matter. [11130/95]

The working group referred to by the Deputy was established by my predecessor to examine and report on the provision of security of tenure in the private rented sector with particular reference to any changes which may be desirable to the provisions of the Landlord and Tenant (Amendment) Act, 1980.

I understand that in order to facilitate progress with its work the group has found it necessary to seek written submissions from interested groups and individuals. Obviously the effective working of the group necessitates full examination of these submissions. In addition, detailed research is being carried out on behalf of the group in relation to relevant legislation and practice in other jurisdictions.

The working group — which in the context of the background work and research which I have outlined has, I understand, met formally on three occasions — comprises at present representatives of my Department, the Department of the Environment and Threshold.

I believe that at this stage — particularly given the complexities of the issues which arise — the working of the group would be enhanced by the provision of additional resources, and, in particular, through expanding its membership to include others with relevant expertise.

I am finalising proposals in this regard at present in the context of expediting the working of the group and setting a specific deadline for the conclusion of its report.
