Question:

140 Mr. Callely asked the Minister for Transport, Energy and Communications the current number of personnel working in his ministerial offices and the office of his Minister(s) of State; the number of personnel that have been seconded or employed on a non-established contract basis; the competition process for filling such positions; the advertisements, if any, made regarding these appointments; and if he will make a statement on the matter. Twelve full-time civil servants and five seconded or contract staff are employed in my ministerial office. Minister of State Stagg has seven full-time civil servants and five contract staff in his office. Minister of State Doyle has no staff in my Department.

The posts of private secretary to myself and the Minister of State are advertised internally in my Department as vacancies arise. There were no advertisements for any other posts in our offices.

The number of staff attached to my ministerial offices at the Department of Defence and the offices of the Minister of State for Defence is as follows:—

The contract staff comprise the programme manager, special adviser, personal assistant, previously my Dáil secretary who transferred over on my appointment as Minister, and personal secretary. The salary costs of the contract staff are shared jointly by the Defence and Marine Votes reflecting my dual ministerial role. The contract staff were appointed on my recommendation.
