Written Answers. - FÁS Complaints Procedure.

147 Mr. Broughan asked the Minister for Enterprise and Employment the progress, if any, that has been made regarding the establishment of the FÁS Users Council as referred to in Parliamentary Question No. 230 of 25 April 1995; the purpose, function and membership of the new complaints commission currently being discussed by the board of FÁS; and the general situation regarding the suggested commission. [3426/96]

As the Deputy will be aware, the Government programme, A Government of Renewal, places much emphasis on improving the public service, particularly from the perspective of the consumer/client. In that context it was considered appropriate that FÁS should examine its existing complaints procedure.

Arising from this examination and the Government's commitment to improved services to the public, I am pleased to inform the Deputy that FÁS has decided to create a new independent adjudication system. The terms of reference for the new system have been agreed by FÁS which expects to appoint a person to implement the new procedures in the near future.

The adjudication system will provide for the independent investigation of complaints from FÁS clients who have failed to have their grievances resolved through the normal channels of the organisation.
