Question:

147 Mr. S. Brennan asked the Minister for Transport, Energy and Communications the expected percentage increase in the average gross payroll cost to the ESB for each full pay employee assuming the full provisions of the CCR and all related agreements are implemented by the ESB having regard to the reported elements such as pay-bonus increase of about 7 per cent of full pay, cost increase to the ESB of reductions in employees' pension percentage contributions of 2 per cent, projected share by full pay employees in ESB profits through 5 per cent share holding in the ESB and any other increase in benefits which have been agreed. I have been advised by the ESB that as a result of the CCR agreement, the increase in the average gross payroll cost to ESB will be approximately 7 per cent. This includes the reduction in the staff's special pension contribution of 2 per cent, and an estimate of the cost of the employee share holding scheme. It also includes a productivity payment of 6 per cent per annum to those staff in the company who had not already received it prior to the CCR.

Brennan asked the Minister for Transport, Energy and Communications the projected ongoing yearly gross payroll costs for the ESB including all pay, overtime, pension, PRSI and all other costs of those 2,000 employees who are projected to become redundant under the terms the CCR plan for the years 1996, 1997, 2000, 2003 and 2005. I have been advised by the ESB that the ongoing payroll costs which would have been incurred by ESB had the projected 2,000 staff not voluntarily left the company over the implementation period of the CCR would have been as follows, assuming inflation at 2.5 per cent per annum:
