Question:

236 Mr. N. Treacy asked the Minister for Enterprise and Employment the number of county and city partnership boards in this country; the dates of their respective establishments; their current legal status; when this was established; the number of members on each board; the amount of money allocated to each board at 31 December in each of the years from 1994 to 1996; the amount of projects sanctioned by each board in each of the aforementioned years; the value of these projects; the amount of grant allocation committed in total to these projects in the aforementioned years; the amount of grant paid out in each individual board area during the aforementioned years; the total amount of money made available for job creation under the county enterprise board partnership system in the country in each of the years from 1994 to 1996; and if he will make a statement on the matters, including the commitment of the present Government to this job creation system. There are thirty five (35) city and county enterprise boards. All the boards were established in September/October 1993, with the exception of Galway county and city enterprise board which was established in 1992. All of the CEBs have been incorporated as companies limited by guarantee and the status of the county enterprise initiative was confirmed by section 10 of the Industrial Development Act, 1995. The date of incorporation of each CEB is set out in Table 1, which I am circulating in the Official Report.

Each board has a maximum of 14 members, with the exception of Donegal, which has been authorised to increase its membership to 15, Wicklow CEB, which has 15 and Galway CCEB, which has 17 at present.

The amount of Exchequer funding provided to each county enterprise board in 1994 and 1995 for administration, indirect [non-financial] enterprise supports [1995 only] and grant payment purposes is set out in Table 2, which I am circulating in the Official Report. The position as regards 1996 will not become clear until the end of this year.
The number of projects approved by each county enterprise board in 1993/94 and 1995 is set out in Table 3, which I am circulating in the Official Report. The position as regards 1996 will not become clear until the end of this year.

Details of the grant payments made by each county enterprise board in 1993/94 and 1995 are set out in Table 5, which I am circulating in the Official Report. The position as regards 1996 will not become clear until the end of this year.
Total Exchequer expenditure on the county enterprise initiative for the years 1994 and 1995 amounted to £27,642,691 (which included former western development team expenses from 1 October 1993 to 31 December 1994). The Estimates provision for the CEBs for 1996 is £19.736 million to cover the running costs of the county enterprise boards.
In total £18,472,299 was provided in grants by the 35 CEBs in 1994 and 1995 resulting in the creation of 4,663 fulltime and 1,078 part-time jobs, according to figures supplied by the boards. An additional sum of £1.389 million was provided to boards in 1995 to facilitate their indirect enterprise support activities.
The CEBs will continue to play a key role in promoting small business growth at local level and will continue to expand their role as they deepen their co-operation with other local sectors and with State agencies in the delivery of a comprehensive range of support services in every area throughout the country. This Government remains committed to the success of the initiative, the key to the success of which remains jobs and, in particular, the sustainability of the jobs created. These factors will determine the success or failure of the county enterprise initiative and will be carefully assessed and monitored.
