Vol. 465 No. 3

Written Answers. - Transposing of EU Directives.

Joe Walsh

Question:

168 Mr. J. Walsh asked the Minister for Education if she will give details of the EU directives, regulations and conventions in respect of which her Department has responsibility and which have not yet been transposed into or made part of Irish law; and the timescale for completion of the work in respect of each instrument. [9684/96]

The following is the position in relation to EU directives coming under the responsibility of the Department of Education that are not yet transposed into Irish law: Council Directive 92/51/EEC of 18 June 1992 is on a second general system for the recognition of professional education and training to supplement directive 89/48/EEC.

Commission Directive 94/38/EC of 26 July 1994 amends Annexes C and D to Council Directive 92/51/EEC on a second general system for the recognition of professional education and training to supplement Directive 89/48/EEC.

Commission Directive 95/43/EC of 20 July 1995 amends Annexes C and D to Council Directive 92/51/EEC on a second general system for the recognition of professional education and training to supplement Directive 89/48/EEC.

Work on transposing these directives is well advanced and it is intended to implement all three directives by way of the same Statutory Instrument by July 1996.

In relation to other international obligations, on 17 June 1994 there was a decision by the Council of the European Communities authorising the conclusion and signature of a convention defining the Statute of the European Schools. The revised statute was signed at an intergovernmental conference in Luxembourg on 21 June 1994 associated with Education Ministers. It is proposed to put a motion before Dáil Éireann to approve the terms of the convention without debate in the coming months. The Department of Foreign Affairs will then proceed with the ratification of the convention.
