Question:

230 Mr. Cowen asked the Minister for Agriculture, Food and Forestry whether approval for a control of farmyard pollution grant has been given since February 1995 in respect of a person (details supplied) in County Galway; when this grant will be paid; his views on whether applicants should carry the interest on borrowings until such time as a grant is approved; and the efforts, if any, that have been made to ensure that grants will be paid as they fall due. The applicant in this case was approved for works under the scheme of investment aid for the control of farm pollution on 15 March 1996 on the understanding that the grant would not be paid until 1997. To date the applicant has not advised my Department that the approved works have been completed to specification. When this notice has been received and the necessary certificates submitted the works will be inspected to ensure they comply with the terms of the approval.

Payments for such approvals will issue in 1997. The applicant was advised of the payment procedures in his letter of approval. There is no basis for the payment of interest under this scheme.

Payments have issued in respect of all claims received up to 3 May 1996 where unconditional approval had issued.
