174 Mr. S. Brennan asked the Minister for Transport, Energy and Communications the reason the recent benchmarking decisions in respect of key aspects of performance adopted by the Government and contained in the Moriarty report have not been implemented in the semi-State companies under the aegis of his Department; and if he will make a statement on the matter. [9935/96]

The Government decision referred to in the Deputy's question states that price competitiveness and performance benchmarks should be established as part of the corporate planning process of each State enterprise that has a dominant or monopoly position in the Irish market. I wish to refute the suggestion in the Deputy's question that the companies concerned have ignored that Government decision. I am satisfied that the companies under my Department's aegis have given this matter the attention and priority that it deserves in a corporate planning process. I have frequently made reference to the importance for the commercial State companies of proper performance measurement, stressing the need for objective benchmarks to measure the extent to which the companies are meeting targets.
