Question:

48 Kathleen Lynch asked the Minister for Transport, Energy and Communications the plans, if any, he has to further the development of digital technology in order to facilitate the expansion of community television; and if he will make a statement on the matter. [10876/96]

The adoption of digital technology for the transmission of Irish television services in so far as it relates to broadcasting policy and the development of community television rests with my colleague the Minister for Arts, Culture and the Gaeltacht. My primary function in the matter relates to the planning and use of the radio frequency spectrum.

I can tell the Deputy, however, that the introduction of digital technology, particularly for terrestrially based systems, for the transmission of television services is at the initial stages of development world-wide. Many issues relating to the technical standards and the planning and implementation for this technology are still under discussion at the international bodies which develop common positions on these matters. My officials are closely monitoring the situation as it develops at these fora and the application of the technology in Ireland will have due regard to the conclusions reached.
Detailed discussions between the two Departments concerned are necessary to determine the best strategy for the introduction of broadcast services using digital technology once the technical and planning issues are settled.
