116 Mr. S. Brennan asked the Minister for Transport, Energy and Communications the purpose of each Bill he plans to introduce in relation to the regulation of State services such as energy, telecommunications and others; when these Bills will be introduced; and if he will make a statement on the matter. Title of Bill

Purpose

Proposed Introduction in Dáil Éireann following Government Approval

Telecommunications (Miscellaneous Provisions) Bill, 1996

To provide for the independent regulation of the telecommunications sector and for consequential amendments of the P & T Services Act, 1983 and certain other Acts relating to Regulation of Telecommunications.

Autumn 1996

Telecommunications Bill 1997

To provide for comprehensive reform of the existing legislation in relation to regulation of the Telecommunications Sector and to address any regulatory issues which arise as a result of the Telecom Eireann Strategic Alliance, and any issues arising from the creation of the multi-sector Regulator.

End of 1997

Utilities Regulatory Commission Bill

To establish a Regulatory Commission which would be responsible for independent regulation of the energy, communications and transport, sectors.

Mid 1997

Electricity Bill

To give effect to restructured electricity industry

Late 1997

Broadcasting (Wireless Telegraphy Consolidated) Bill

To consolidate all Wireless Telegraphy Acts since the foundation of the State.
