Written Answers - Enforcement of Basel Convention.

126 Mr. Molloy asked the Minister for the Environment whether the Government has signed and ratified the 1989 Basel Convention and the 1995 amendment to the convention which bans all toxic waste exports from OECD to non-OECD countries in view of the serious threat which the global trade in toxic waste poses to people and the environment; if not, when it is intended to do so; and if he will make a statement on the matter. 127 Mr. Molloy asked the Minister for the Environment whether the Government will give an assurance that it will strongly resist the attempts by some Governments and corporations to redefine hazardous waste listed under the Basel Convention or to remove from the list any waste banned for export from OECD to non-OECD countries. 128 Mr. Molloy asked the Minister for the Environment the plans, if any, the Government has to ensure that the 1995 amendment to the Basel Convention, which bans all toxic waste exports from OECD to non-OECD countries, is fully enforced here. [20908/96]

I propose to take Questions Nos. 126, 127 and 128 together.

I refer to the replies to Questions Nos. 192 of 15 October 1996 and 133 of 22 October 1996. Ireland ratified the Basel Convention on 7 February, 1994.

The Basel Convention is in the process of formulating waste lists so as to allow effect to be given to the Decision of the Conference of the Parties in September 1995 to prohibit the export of hazardous wastes for recovery from OCED to non-OCED countries after 31 December 1997. Ireland supports the full and transparent implementation of this Decision.
At EU level, Council Regulation, 259/93 is being amended in line with the above Decision of September 1995. In finalising this amendment, the Environment Council is at present considering in detail how best to align EU waste lists with those to be adopted under the Basel Convention. It is an objective of the Irish Presidency to secure satisfactory agreement on this matter.
