During the conflict in the former Yugoslavia the Government contributed over IR£4.5 million in emergency humanitarian assistance for the civilian population affected by the war. This assistance was channelled through the United Nations High Commissioner for Refugees, which was the lead agency during this period and to the International Committee of the Red Cross for humanitarian relief operations throughout the region. The Government also supported the work of Irish non-governmental organisations for their programmes which assisted vulnerable groups, including children, the elderly, the blind and women's groups in Sarajevo, Mostar, Tuzla, Zenica and Goradze.
Since the Dayton Agreement was signed last December, the Government has provided over £4.25 million — US$6.5 million — in recognition of the urgent rehabilitation and humanitarian needs remaining in Bosnia-Herzegovina. At the First Donors' Conference on Bosnia and Herzegovina last December, I announced an immediate aid package of US$1.5 million for the first three months of 1996, which included grants to restore essential public services, water, gas and electricity in Sarajevo.
At the Second Donors' Conference in Brussels in April an additional Government pledge of US$5 million for rehabilitation projects during this year was announced. This pledge has been fully disbursed to international aid agencies and to Irish NGOs, who are aligning their efforts closely with rehabilitation priorities identified by the local authorities in Sarajevo, Mostar and Goradze. Irish Government rehabilitation assistance has focused on the following areas: support to the health sector through the physical rehabilitation of public health buildings — TB, paediatric and psychiatric clinics in Sarajevo; housing reconstruction and shelter repair for displaced persons and returning refugee families in Goradze and Bihac; support for civil society and vulnerable groups in Sarajevo and Mostar; direct support to the cantonal authorities in Goradze and to income generation programmes.
Lists of all grants disbursed by my Department to aid agencies during 1994 and 1995 have been published in the Irish aid annual reports for those years. A list of all grants paid in the current year will be published in the 1996 Irish Aid Annual Report in due course. For ease of reference, following in the form of an Annex is a list of all grants paid in the period 1994-96 for humanitarian aid to the region. Irish Government humanitarian and rehabilitation assistance is additional to financial and personal resources being provided for other aspects of the civilian implementation of the Dayton Agreement, namely support for the OSCE, European Community Monitoring Mission and the International Police Task Force, headed by Irish Commissioner, Peter Fitzgerald.
